On September 16 ENNA members spoke at Planning Commission Public hearing regarding the Master Plan for Wall Street

On September 17 ENNA members presented our proposal regarding Andrews field and pond to the Recreation and Parks Committee of the Common Council.  Provided update on current concerns that have been discussed at our meetings

Several active ENNA members were involved in organizing, planning and facilitating the successful Raymond Terrace Block Party that was held on September 27.  Mayor Knopp, Councilman Fred Bondi and Third Taxing District Commission Chairman David Brown joined us for conversation and potluck as we gathered this year for festivities.

1. Neighborhood zoning concerns
a) 89B Strawberry Hill Avenue nonconforming Contractor's Yard update

Zoning Inspector Jim Bradley is in negotiations with the attorneys of the owner to bring yard into better compliance with zoning regulations.  They have been given an October 15 deadline. 

b) Nat's Garage

Vantage Point condominium residents have concerns that the legal nonconforming property is once again spreading beyond its legal bounds.  The matter will be taken up at the Mayor's Neighborhood Preservation Committee meeting.

c) 73 Osborne Avenue

Work on the 14 unit condominium development has not progressed in the last couple of months.  Area on the bank of the Norwalk River has been excavated from the river to under the foundation of the historic home at the front of the property

2. Traffic
a) Speeding on Strawberry Hill Avenue, update of request for traffic light at Tierney

Public Works will place traffic light on Capital Budget request list for next year as a result of request by Jason Leventhal who received guidance from other members of our committee at previous meetings.

b) Speed bumps

Item regarding streets to next receive speed bumps was removed from the agenda of the Police Commission/Traffic Authority this month. Streets that were to receive the bumps, possibly as early as this fall, will probably not get the bumps until the spring.  The process of allowing sufficient time for each street's residents to return their approval letter, to schedule the informational meeting and to work out any problems related to location of signs and bumps, would run into the late fall.  The asphalt for the bumps cannot be placed effectively in the cold weather.  The placement of bumps would need to wait for the warmer weather that starts in April.

c) Intersection of Westport Avenue and George (at Stew Leonard's)

Plan is to create a left hand arrow without a turning lane on Westport Avenue as per Matt Miklave.  Changes to date have been problematic.
 

3. Wall Street revitalization Master Plan, discussion
a) ENNA submitted letter of recommendations to the Cecil Group earlier in the year when they were preparing the Master Plan for the Wall Street area.
b) The Cecil plan has been accepted by the Common Council

c) Currently the Master Plan is being reviewed by the Planning Commission.

4. Electronics Disposal Day is Saturday, September 27 from 9 AM to 1 PM
a) Norwalk is hosting the regional electronic recycling event at the Highway Garage on South Smith Street. Anything that plugs in and doesn't contain Freon can be brought there and recycled. The items don't have to work! The program is courtesy of Norwalk's Dept. of Public Works at 854-7847

5. ENNA Adopt-A-Spots discussion
a) We had a spot on East Ave. at westbound entry to the I-95 (on the left at entry to the expressway)

Laurel L. informed Don Nelson of Clean & Green that ENNA is giving up site because of the rocky terrain and expense that would be involved in creating an Adopt-A-Spot at this location.  Our sign was taken down yesterday

b) We have a spot in the center median on East Avenue in front of City Hall

c) Invitation still stands for Volunteers to tend site

6. Closure of East Norwalk Post Office at Rite Aid (East Avenue and St. John Street) update

Local officials are still awaiting word from US Rep Chris Shays office regarding another meeting.

Matt Miklave states that the postal service is trying to cut costs and is eliminating postal substations, so prospect for reopening this site doesn't look good.

Laurel L. states that after the initial emails that she received she has not received any recent emails from residents asking for the site to be reopened.  She has been in contact with Angela Van Acker by phone who continues to pursue the reopening.  Decision of our committee is to take the issue off our agenda, unless it becomes an issue with more of our members.


7. Andrews Field & Pond Update

Laurel L. informed others that the ENNA Andrews Park committee had disbanded after the members agreed to send an email to the mayor making it clear that the City needed to take the lead in forwarding any proposal that was put forward, since Andrews Field is city-owned. Laurel's email to the mayor received a response that the mayor had met with some department heads, he was awaiting information on some basic site assessments and would contact us when he had more information.

Laurel L. and Marie DeLeo presented an update on the proposal to the Recreation & Parks Committee of the Common Council at its meeting on September 17.

Laurel A. suggests that the mayor be asked to select a 'Points Person' to move our proposal along.


8. City scan, update

Laurel L. updated others on the letter distribution.350 of the 500 letters that combined a letter from ENNA, a letter from City Scan and a City Scan brochure were distributed within the last week to select streets throughout the ENNA territory.  Laurel A. stated that 7 letters had been returned to her because the letters had been placed in the mailbox and the letter carrier had removed them and sent them to the return address.  Laurel L. stated that she had already corrected the problem by letting those distributing the letters know that the letters could not be placed inside mail boxes.

Laurel A. updated others on her arrangement with Briggs High School students to do scans throughout the city.  She has had good results.  The students are enthusiastic and talented regarding the scans.  Teams of Briggs students should be available for all future scans.  Residents only need to communicate with us that they want a scan done and the conditions that they want resolved and the Briggs teams will go out and do the scans.

Tony Rossi stated that there is still a problem at Partners Cafe with cars parking on the pedestrian walk area because there are no 'no parking' signs and parkers don't know it's illegal to park there.  Laurel A., with ENNA members, did a scan.  Deputy Chief Palmer states that signs aren't needed and vehicles are being ticketed.  Laurel A. will look into matter further since it is a safety issue with cars driving north on Cove that have limited visibility of the traffic proceeding west on First Street, because of the illegally parked vehicles.

Laurel A. is excited about her City Scan work in Bridgeport.  The City of Bridgeport has drafted an amendment to its 'Unlawful Depositing' ordinance that will have zero tolerance and will impose minimum $100 immediate fines when passed.
