Meeting: Regular monthly EANA meeting was held on Sunday, July 27 at 3:30 PM at 20 Raymond Terrace

1. Neighborhood zoning concerns
a) 181 East Avenue ‘used cars for sale’

Aline Rochefort has contacted the owner of the property and the tenant that is selling the cars. She has requested that I report back to her at the next Mayor's Neighborhood Preservation Committee meeting (September) if the problem has improved | |

b) 71 & 73 Osborne
|
Several members have noted the building construction on the rear of the properties abutting the Norwalk Harbor. Tony will go to P&Z tomorrow to pull the permit and look at the files |
c) Revisit brochure on zoning permits sent to EANA by P&Z Dept, that was discussed at May EANA
meeting

Laurel provided information on the East Norwalk Improvement Association's suggestion that ENIA and EANA co-sponsor a public forum on it. | |

Discussion resulted in consensus that a forum is not necessary. Chuck Suggested that the pamphlet be added as an insert in with the monthly TTD electric bill. Laurel will contact David Brown, TTD Commission Chairman. |
d) Vacated Nursing Home at 73 Strawberry Hill Avenue
|
Discussion re there has been no recent word on the plan for the city to purchase the property as a preschool and special education facility for medically fragile students that are currently transported out of Norwalk at great expense and inconvenience. EANA wrote letter of support re same to Mayor Knopp several months ago. |
2. Advocates for Calm Traffic
a) Olmstead Place and East Avenue problem of blocked intersection, update

Email from Mayor Knopp in response to Laurel's letter and email to him states that "the issue will be resolved at the next meeting of the Mayor's neighborhood Pres Task Force, scheduled for Sept" |
b) Speeding on Sunset Hill Avenue
|
Several brainstorming conversations that Laurel has had with Frank Mauro, Traffic Analyst for the city, have not resulted in any ideas that would work. It is a difficult street because of the steep hill and curves. | |
|
A traffic light placed at Strawberry Hill and Tierney might help by improving traffic regulation |
c) Speeding on Strawberry Hill Avenue
|
Jason would like to have a traffic light placed at Strawberry Hill and Tierney to help slow speeding vehicles. | |
|
Several members provided suggestion and direction in the process of getting a traffic light. | |
|
Jason will put together a petition for neighbors to sign. |
3. Adopt-A-Spots that EANA has recently taken over
a) On East Ave. at westbound entry to the I-95 (on the left at entry to the expressway).

Laurel and Tony picked up the sign from the Rising Sign Company on 7/25 | |
|
Tony will take charge of this site, with Jason, Peter Hughes and Laurel assisting. | |
|
Laurel paid $75 (pretax) for this sign to be repaired and painted. | |
|
Tony provided a check of $35 toward the expense of the sign |
b) Center median on East Avenue at City Hall
|
Laurel and Marie have cleared the site of weeds | |
|
Marie had someone with experience in soil look at the site. The soil is full of sand and will need to be replaced. | |
|
Laurel picked up the new sign for this site a couple weeks ago and paid $60. | |
|
Marie will work this site with Laurel and Oliver Lawrence assisting |

4. Closure of EN Post Office at Rite Aid (East Avenue and St. John Street) update

Laurel updated others on work she and Angela Van Acker are doing to get the postal site reopened. More than 200 signatures are on the petition that was placed on the counter at Rite Aid. | |
|
Councilman Fred Bondi and David Brown are making efforts to get the site reopened |
5. Andrews Park Restoration Committee Update
|
Laurel and Marie provided an update on the meeting with the neighbors. Marge Owens had suggested that a check be made re if sewer lines had passed through the area. Marie has checked. She says that catch basins only, not sewers. | |

Laurel contacted Pam Stark who has agreed to meet with the committee next week for a couple of hours to put together a budget. Laurel has contacted Diane Lauricella. No time for meeting decided as yet. | |
|
Up next is a presentation to the Parks Committee of the Common Council in September. | |
|
Chuck voiced concern that the city is no longer maintaining the pond and trails. Liability issues for the city a problem. Also West Nile Virus risk if mosquitoes are not controlled. Committee will present these concerns at next meeting with officials |
6. City scan

Laurel Anderson, City Scan Coordinator, had planned on attending meeting. Laurel L. stated that she had received a call from her earlier today saying she couldn't make the meeting because of car trouble | |

Plan to distribute combination letters (from EANA and City Scan) to a large number of households in the area. Plan is for members from as many streets as possible to distributed 100 to 200 copies each | |
|
Laurel will continue to organize the members list and will request assistance as indicated with this task |
7. ‘Free’ Street Trees available from the City
|
City has a tree budget and will provide and plant trees on private property near the street. The tree service covers the tree for the first year. After that the property owner is responsible | |
|
Laurel provide update on the two trees on public right-of-way that were cut down by residents on First Street. Laurel has been in contact with Rich Brousseau (First Street EANA street rep). Laurel is on the city's Tree Advisory Committee. The Tree Ordinance that was passed last year provides that the trees be replaced at the expense of the person that cut them down. |
8. Power lines discussion, Phase 1 and Phase 2

EANA endorsed statement, at request of Norwalk Association of Silvermine Homeowners, that supported an all underground line for Phase 1 (Bethel to Norwalk) | |
|
Laurel provided informational packet from Northeast Utilities re Phase 2 (power lines from Norwalk to Middletown along the Post Road). EANA will follow closely, and will advocate for an all underground line. |
9. 501c3 pros and cons, update on workshop attended

Laurel will start to work on bylaws and approach members to be on the Board |
