We've moved the monthly Eastern Norwalk Neighborhood Association meeting up to 6:30 PM in Room 101 at City Hall (Agenda is posted on the ENNA website) so that everyone can attend the Bike and Pedestrian meeting at 7 PM in the Community Room following our abbreviated meeting.


Safety on our roads for drivers, pedestrians and cyclists has been number one on our list of neighborhood concerns so this public meeting is extremely important. I've already had the opportunity to meet with the consultants last week to discuss additions to our neighborhoods that would enhance safety and enjoyment for everyone using our roads and walkways. But they are looking for information on specific locations that they can include in their recommendations for the final plan.

So please attend if at all possible. If you are unable to attend or if you would like to email the consultant with your questions or suggestions contact Ken Livingston at klivingston@fhiplan.com

ENNA info alert, meets Wed. - and more

 

Hi All,

First off - a big thank you to the Cleanup participants. It was a good day. Some new folks came out to help pick up litter - and more than a dozen enthusiastic Nathan Hale students also participated. Thanks, to all.

Next - the CT Dept. of Agriculture, Bureau of Aquaculture, is conducting a shoreline survey starting May 31. Checkout this link. http://www.norwalkneighborhoods.com/cnna/document/attachments/shoreline_survey__83861.pdf

Also - the Maplewood Assisted Living facility proposed for Strawberry Hill Ave. at the former Lea Manor/Fitch School site goes to public hearing before the Zoning Commission on Wednesday, May 19. Meeting starts at 7:30 PM. In the past the ENNA has held meetings on this property where dozens of residents have attended who put this kind of use for this site at the top of their wish list. So the members we've heard from support the concept. But our members who attended the recent presentation at the East Norwalk Library (thanks ENIA for arranging and providing the space) were very specific about their concerns about noise, traffic, parking, landscape, etc. We've since heard that the developer is responding to our recommendations.  We'll be there at the public hearing to hear if the changes are adequate and to add our comments.

ENNA meets Wed. at 7:30 PM

 

The Eastern Norwalk Neighborhood Association is meeting this Wednesday, March 10 at 7:30 PM at City Hall in Room 101. As always everyone is encouraged to attend and participate in the discussion.

The agenda is posted on the ENNA website at http://eastnorwalk.org.

We'll be discussing our Spring Clean Up scheduled for Saturday, April 24.

Also up for discussion is the proposal for the former Lea Manor/Fitch School on Strawberry Hill Ave. The proposal is for an assisted living facility using the current building footprint. The item will be discussed at the Zoning Committee meeting on Thursday (meeting starts at 7:30 PM in the P&Z Conference Room at City Hall). In the past when we've held neighborhood meetings to discuss preferred options for this location the neighbors have supported this kind of use. A formal application hasn't been submitted yet so there will be time for the ENNA to arrange a meeting for the developer to present their plan to the neighbors if needed.

Election Day Food Drive

 

Exercise your right to vote, your biceps and your generosity all at once.
How?  By participating in the 2nd Annual Norwalk Election Day Food Drive.

While voting at the polling stations on Tuesday please consider bringing along an item or two of non perishable food in boxes or cans. 

This year the organizers will be donating 100% of the collected foods to local pantries and soup kitchens as the donations are 100% from Norwalkers.

The Night We Go Out - For Signatures - Norden Park - "No To ReZone"

Halloween is for people going door to door, trick-or-treating, and having conversations with their neighbors.  This Halloween, we will use it to scare up some signatures as well!

We want to use Saturday afternoon and evening to canvas the area around Norden Park and your neighborhood collecting signatures for the attached petition to the Mayor of Norwalk and the First Selectman of Westport to request water sampling of the wells and provide soil vapor intrusion testing for all residences within a 1/4 mile radius of the "Norden Park" Site to test for unsafe levels of chemical contamination.  With most people being home Saturday afternoon and evening in anticipation of trick-or-treaters, this makes Saturday an ideal time to get the signatures.  Bring a copy of the Press Release and explain that we want to keep them informed so we need their email because things are moving fast and all the emails will come from "NO TO REZONE" in the subject line.

If you can go out to collect signatures on Saturday, we would like to organize so that we won't have duplication of effort and can maximize our coverage.  Please come to 37 William Street between 1-3 PM so that you can tell us which streets you will be collecting from.  You can also email the streets you may be covering, but please do it before 1 PM Saturday, so that way we can account for your area of coverage.

We will need these lists back to 37 William Street by no later than Monday night, so we will have them to present to the Mayor and the First Selectman next week after the election.  There will be a press conference at Norwalk City Hall, in the near future. 

If you can't collect names, then please email us with the names and email addresses of the people that are in your household that give their permission to be on the petition, and we will add their names.  Every name and email address is important if we are to effect the results that we are looking to obtain.

Norden update: Opposition plans meeting Monday at 6 PM

 

Dear All:

Two things:

FIRST:
For the information of those opposed to the Norden housing plan I'm alerting you to a gathering to protest the application organized by a local resident and scheduled to take place on Monday at 6 PM at the entrance to the Norden site on Norden Place. Residents are invited to attend.

Prior to last Wednesday's Zoning Commission public hearing the ENNA board, in meetings open to the public for their comments, thoroughly reviewed the plan and the alternatives that could 'by right' be developed on the site. The board heard a wide range of public opinion over the past few weeks leading up to the hearing that covered the spectrum from support of the plan, no opinion one-way-or-the-other to total opposition to the plan. Board members also ranged in opinions.  Since our practice has been to take positions only if we reach a consensus the board chose not to take a position on this item.

At last week's hearing the vast majority of those who spoke were opposed to the plan for a number of reasons. The Zoning Commission closed the public hearing but has not yet made a decision to approve or deny the application.

As always, the ENNA will keep you informed of issues and decisions that impact the neighborhood.

SECOND:
For issues that come up in your neighborhood please contact me so that the board can work with you to resolve your problem.

Recently I received an email from the City's Zoning Department about a written complaint filed with their department with the ENNA listed as the complainant. Yet the ENNA had not filed the complaint and had not been informed of the neighborhood issue. A complaint filed this way puts the ENNA in a difficult position and compromises our ability to work with the city departments. It also slows down the problem resolution process if the board is not able to assist in getting the information to the correct department. In this case the Zoning Department was not the proper channel. And because no accurate contact information was listed on the complaint the ENNA is unable to contact the resident who filed the complaint.

Our next meeting is scheduled for Thursday, Nov. 12 (rather than Wed.) because of Veterans Day.

Attn East Norwalk - meetings you won't want to miss

Dear All,

The Eastern Norwalk Neighborhood Association is holding its monthly meeting this Wednesday, July 8 at 7:30 PM at City Hall in Room 333. As always the public is encouraged to attend and participate.

This month could be summed up as - when it rains it pours - as far as East Norwalk goes. All the items described below are up for discussion at the ENNA meeting. The agenda is attached and also posted on the ENNA website. 

But next week there are meetings specific to these items that I encourage you to attend in addition to the ENNA meeting.

East Avenue project
 
bulletA resolution in support of the current proposal to widen East Ave. to a 58 ft. wide highway (11 ft. lanes x 4, 2 ft. shoulders x 2 and 5 ft. sidewalks x 2 of continuous paved area) from St. John St./Raymond Terrace south to Winfield St. is up for discussion and vote at the Council's Public Works Committee meeting on Tuesday July 7 at 7:30 PM at City Hall in Room 101. There is public participation at the start of the meeting. You may be asked to keep your comments to 3 minutes if there are a lot of folks who wish to speak. It is important to remain until the item is discussed by the committee later in the meeting because public works staff will present new traffic counts and also alternatives they have considered.
bulletRight now the above mentioned road work proposal is combined with a separate proposal to replace the railroad bridge.
bulletI would like to see the 2 projects (1.East Ave. widening from Fitch St. to St. John St., and 2.Replacement of the railroad bridge including lowering the road and widening East Ave. to 4 lanes from Fitch St. to Winfield St.) separated into 2 resolutions with 2 separate votes.
bulletMany folks who support the widening of the road under the bridge strongly oppose the widening of the entire road because wider lanes would mean that vehicles travel faster creating safety problems for those driving and those walking. Also the widening that is proposed is excessive considering the limited amount of public right of way and minimal frontage between the road and the shops and houses. 
bulletTraffic signals along the entire length of East Ave. are in the process of being upgraded and will soon be synchronized to manage traffic flow. This upgrade may be all that is needed thereby avoiding the expense of widening the entire road.
bulletThe East Ave. resolution item could be tabled for further review by the committee or be sent to the full Council for a vote. That meeting is July 14 at 8 PM at City Hall in the Council Chambers. Public participation is again at the start of the meeting and is limited to 3 minutes per speaker.
bulletThere is a petition circulating opposing the current proposal to widen the entire length of East Ave. as far north as St. John St. If you are interested in signing it or collecting signatures a copy is attached to this email. Please contact me by 5 PM Tuesday if you have petitions with signatures for pick up.
bulletNote that another group got wind of this petition and have started their own petition supporting the entire project as currently proposed which they plan to present at the meeting on July 7. There were many inaccuracies in the description they gave of the project so I'm not sure whether they know what it is they are supporting. Regardless, if you have concerns about the project it is very important that you attend the meeting on July 7 to voice your concerns.


8 Norden Place multi-family housing proposal

bulletThe proposal for 240 multi-family housing units is up for further review at the Zoning Committee meeting scheduled for Thursday July 9 at 8 PM at City Hall in the 2nd floor P&Z Conference Room. Although this is not yet the public hearing and the public can't speak it is a good idea to attend to get more information and to show that the neighborhood is watching.
bulletThere is a petition circulating that opposes the zoning amendment that would allow multi-family housing by special permit in this restricted industrial zone. If you are interested in signing it or collecting signatures let me know.
bulletThe Conservation Commission also will likely have this as an agenda item at its July 14th meeting at 6 PM in City Hall. It is again a good idea to attend even though the public can't speak.
bulletPublic hearings have not yet been scheduled by the Zoning Commission (tentatively in September) or the Conservation Commission.


Emergency Homeless Shelter

bulletWhile at the Zoning Committee meeting on Thursday, July 9 at 8 PM at City Hall in the P&Z Conference Room you can also listen to the committee discuss the public hearing that took place last week. The public can't speak at this meeting. 
bulletAt the Zoning Committee meeting last month before the public hearing took place the committee discussed how to change the language in the proposal submitted by the applicant so as to avoid potential impact on East Norwalk. The Zoning Commission does not want to make zoning amendments that could have unexpected results any more than the public wants them made. East Norwalk folks who spoke at the public hearing stressed this and many also provided additional insights as to creating a safer shelter for the residents at the shelter and for residents, business owners and school children in the neighborhood near the shelter.
bulletThe Zoning Commission has yet to vote on the item.

Homeless Shelter ?Impact on East Norwalk

 

Dear All:

 

I’ve been hearing from East Norwalk residents over the past few days who are concerned that there is a plan to build a homeless shelter in East Norwalk.  The following information should help clarify things a bit.

 

Current zoning regulations do not allow emergency homeless shelters (transient residence facilities) to be built anywhere in Norwalk.

 

The shelter in South Norwalk located on Merritt Place is a grandfathered use but Norwalk Emergency Shelter, Inc. wants to move its facility to 2 Merritt Place a half block from its current location.

 

This applicant has proposed an amendment to the building zone regulations to allow a shelter to be built in Industrial Zone No. 1 where the site is located.  A special permit would also be required.  A further requirement states “provided that the site is located within one quarter mile of a train station”.  The applicant can’t ask for a change in the zoning regulations just for his own property because that would be ‘spot’ zoning and spot zoning is illegal.

 

What this means is that other Industrial Zone No. 1 properties in South Norwalk and also in East Norwalk on and around Van Zant Street and Fort Point Street could be affected in the future by this permanent amendment to the zone regulations.

 

The Zoning Commission will vote on this application.  It can decide to add more restrictive language to further limit the number of properties affected, approve it as is – or deny the application.

 

Before making any decision the Commission will listen to public input at the public hearing that’s scheduled for Wednesday at 7:30 PM at City Hall in the 3rd Floor Council Chambers. 

 

If you want to be heard but can’t attend the public hearing you can submit written comments by hand-delivering your letter to the Planning and Zoning office at City Hall, or by emailing the Director of P&Z Mike Greene at mgreene@norwalkct.org.  Get comments in ASAP – by 5 PM on Wednesday at the latest.

Norden Place development and Norwalk Land Trust presentations at ENNA Wed. 7:30 PM

 

Dear All:
 

Balancing open space and development while retaining the integrity of our neighborhoods are key issues in Norwalk and in East Norwalk.

 

On Wednesday, June 10 starting at 7:30 PM the Eastern Norwalk Neighborhood Association will hear from guest speakers whose presentations will follow this theme. First up at 7:30 PM is the Norwalk Land Trust whose vice president will focus discussion on East Norwalk’s open space opportunities.

 

At 8 PM Spinnaker Real Estate Partners, LLC representatives will present their 8 Norden Place proposal for a 240 unit multi-family building and 4 single-family houses on 38.4 acres of what is now open space just south of the I-95 bordering Westport.

 

The ENNA led the charge, initiating and organizing the opposition successfully against Spinnaker’s 2006 proposal for 328 units that were to be spread throughout the Norden Place site.  It was clear that the massive size of the project would have intruded on the site’s wetlands and overpowered the surrounding neighborhoods. The opposition was so widespread that no petition was even circulated as we did against the condo development proposed for the former Fitch School site.  

 

The current Norden Place proposal will have less of an impact but how much less is up for discussion and debate. It was just recently received by the city’s Planning and Zoning Department.  The two commissions that are charged with the decision to approve or deny the application – Conservation (Inland Wetlands Agency) and Zoning – have yet to review it and hear the developer’s presentation before they schedule public hearings later in the summer. 

 

The ENNA will hear the presentation the same week as these two commissions are scheduled to first hear it – Conservation on Tuesday at 6 PM and Zoning on Thursday at 8 PM.  Both meetings are open to the public but the public can’t speak at this time.

 

As always, the ENNA welcomes and encourages the public to attend our meetings because the positions we take are based on public input. There will be an opportunity for the public to ask questions.  We meet at City Hall in Room 333 Wednesday at 7:30 PM. The full agenda is posted on the ENNA website at http://eastnorwalk.org.

ENNA meets Wed. at 7:30 PM

Greetings All:

The Eastern Norwalk Neighborhood Association monthly meeting is Wednesday April 8 at 7:30 PM at City Hall in Room 322. As always, I encourage you to attend and participate.

Our Board members live throughout the Eastern Norwalk area and represent a wide range of interests. But we greatly appreciate participation by as many folks as possible to help fill in the gaps and provide different points of view that we may not have considered.

Right now we are reviewing the City's approved Plan of Conservation and Development (Master Plan) and comparing it with the recommendations document (Eastern Norwalk Mini-Master Plan) that the ENNA submitted to the Planning Commission on April 20, 2004 (see the ENNA Documents page on our website - http//eastnorwalk.org). Many of our recommendations, and many other worthy items, are included in the City's Master Plan but still must be budgeted for implementation. On Wednesday we hope to come up with our 3 top priorities.

We also have a Spring Cleanup scheduled for Saturday, April 25 from 9 AM to Noon. Please consider joining us. Meet at City Hall in the parking area off Sunset Hill. Bags and gloves will be provided. You can fan out from this location or take your bags to your own 'worst litter' site to help beautify our neighborhoods.

Other items of interest are listed on the attached agenda (also found on our website). And anyone who attends is welcome to introduce additional items for discussion.

Public info mtg Tues at 7 PM re East Ave. widening and Replacement of the Metro North Railroad bridge over East Ave.

 

Greetings All:

 
A combined ConnDOT/Public Works public information meeting significant to East Norwalk is scheduled for this Tuesday, March 17 at 7 PM (displays available for viewing, and individual Q&A, starting at 6 or 6:30 PM) in the 1st Floor Community Room at City Hall. 

 
At 7 PM ConnDOT will present its plan for the Metro North railroad bridge replacement over East Ave. And the consultant for Norwalk Public Works will present its project plans for East Ave. from the railroad bridge to Raymond Terrace.

 
You may recall that a couple of years ago Public Works presented its plan for this section of East Ave. As a result of comments from the vast majority of those present at that meeting who did not want a widened road, Public Works scaled the plan back so as to decrease the road widening to minimize the impact on the character of the neighborhood. Please attend Tuesday's meeting and hear for yourselves if the changes made are sufficient. There will be an opportunity to comment and have your views and suggestions considered. 

 
The ConnDOT presentation will address the railroad bridge replacement - and the lowering and re-grading of the road under and in the vicinity of the bridge. Whether you are a commuter, pedestrian or driver this is your opportunity to comment on the proposal so that changes can be made before the plans are finalized.   

 
The ENNA board discussed this item at our Wednesday meeting last week before the plans were available for viewing. We oppose any changes that would encourage additional non-local truck traffic and vehicles, and faster moving vehicles.  I have since seen the plans. The addition of new sidewalks and increased pedestrian safety in the vicinity of the railroad underpass and along East Ave. are pluses. But I am extremely interested in hearing from you.

Public Information Meeting for Project 170-1375 and 102-297 the Replacement of the Metro North Railroad Bridge Over East Avenue and Reconstruction of East Avenue from approximately 60 feet south of  Rowan Street  to the intersection of  East Ave.  at John St./Raymond Terrace in  Norwalk ,  CT.


The Connecticut Department of Transportation (ConnDOT) will conduct a Public Information Meeting concerning the Replacement of the Metro North Railroad Bridge Over East Avenue and Reconstruction of East Avenue from approximately 60 feet south of Rowan Street to the intersection of East Ave. at John St./Raymond Terrace in Norwalk, CT.   The meeting has been rescheduled and will now be held on Tuesday March 17,2009  at the Norwalk City Hall. 125 East Ave., Norwalk, CT at 7:00pm


STATE PROJECT NO.170-1375
The existing through-girder bridge carrying the four Metro-North Railroad tracks over East Avenue is proposed to be replaced with a new bridge that will provide a vertical clearance of 14’-3” and a clear distance between the abutment faces of 58’-0”. During construction the temporary minimum vertical clearance will be 11’-3” until the roadway is lowered to its final profile. 

There are no right of way impacts associated with the bridge project. Based on preliminary assessment the replacement of the bridge is estimated to cost $11,500,000. 


STATE PROJECT NO. 102-297 
The East Avenue  project will reconstruct  approximately 1,625 linear feet of roadway to a uniform width of 48 feet (with 4-11’lanes and 2-2’ shoulders) from approximately 65 feet south of Rowan Street and extending northerly to the intersection of East Avenue at John Street / Raymond Terrace.  The project will include sidewalks, retaining walls, drainage improvements and modifications to existing traffic signals. Also included within the scope of this project is the installation of a drainage trunk-line beginning from about the southerly project terminus and extending along Gregory Boulevard for approximately 740 linear feet to be connected to a 6’x 8’concrete box culvert located at Cemetery Road. 

There are several right of way impacts associated with this project. Based on the preliminary assessment, the construction costs  are approximately $8,000,000. Advertising is anticipated for 2011 for the two projects.

The Public Information Meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.  ConnDOT personnel will be available during the meeting to discuss this project.  More detailed information is available at ConnDOT's Office of Engineering, 2800 Berlin Turnpike, Newington, Connecticut, during office hours, Monday through Friday, 8:30 a.m. to 4:00 p.m., excluding holidays.  Plans are available for public review at Norwalk City Hall in the Department of Public Works.

we will once again speak to the PW Dept concerning the scheduling of the meeting.  as a point of clarification, there are 2 projects that will be discussed.  the replacement of the RR bridge and the proposed changes to East Ave.  the East Ave project is a TOWN project.  they should have their plans there somewhere and i imagine this element of the meeting will be of greater concern to the public.   if our RR bridge replacement plans are not there, i'll make sure they get there.   they will not show a great deal however because it will simply provide a new, longer bridge allowing more lanes under the bridge.

Dear Mr. Harley,
 
As a Common Council member representing this area of Norwalk and as president of the Eastern Norwalk Neighborhood Association I'm contacting you regarding 170-1375 and 102-297 the Replacement of the Metro North Railroad Bridge Over East Avenue.
 
The meeting date conflict that currently exists is a valid concern. Approximately 100 of some of the most civic minded residents attend the annual electors' meeting of the Third Taxing District.  These are many of the same people who would want to attend the DOT meeting.
 
I spoke with Hal Alvord, Director of Public Works, yesterday and he indicated that because it is a DOT meeting it would be your decision regarding making changes to the meeting date.  He also told me that his department does not have a copy of the plan for review, as indicated on the DOT webpage.
 
Please consider rescheduling, or adding an additional public informational meeting, as well as making copies of the plan available for public review ASAP.
